If your budget can handle $100 to $300 then two good programs are Rent-A-List & AdClickMedia. You need to align your keywords with your ads and you website so they all have the same message. The closer they are intertwined the more Google loves it and will reward you with good quality clicks that are a great price.

You message is always the most important part but how it is delivered can be as varied as your budget. It is OK to start small and work your way up.
